第一章 系统概述
一、 概述
蓝天卡系列一卡通的总体设计思想是给使用者每人发放一张射频卡,使该卡同时具有
身份证件、工作证、电子钥匙、电子钱包、考勤卡等多种功能,让持卡者在学校内部一卡通
行、办公消费方便快捷,让管理者轻松便利、一目了然,充分享受智能科技给日常工作与生
活带来的快捷、高效、安全和舒适。同时可以和银行业务有机的结合,通过自助设备实现转
帐、结帐、查询等功能。
一卡通系统是一种集成了智能识别、自动控制、网络通讯和计算机等技术和产品,针
对学校师生员工的工作、学习和生活特点,每人仅用一张智能卡作为个人身份信息和电子钱
包信息的载体,就能在不同功能的智能卡读写终端上分别实现各种身份识别、电子消费支付
和信息管理等业务的智能卡信息管理系统。它是数字化校园建设的基础设施之一,也是十分
重要和有效益的应用系统之一。
二、 建设目标
系统设计目标,是将一卡通系统建设成为信息资源数字化,通讯传输网络化,用户终
端智能化,管理结算自动化的数字化校园的基础信息平台,为将来的“数字化高校”的身份
识别与安全体系建设,整合和带动学校各类管理信息系统的建设,为各管理部门提供综合信
息服务和辅助科学决策,全面提升学校管理效率和管理水平打下坚实的基础。
首先在全校形成学校统一管理的数据中心和数据信息交换平台,促进教育信息的标准
化,构建起学校优良的数字空间和信息共享环境,在校内进一步实现教学资源数字化、数据
传输网络化、用户终端智能化、结算管理集中化。
其次,在全校实现统一的电子支付和费用收缴管理,彻底解决校内各类费用收缴难、
管理乱的问题。
第三,借助“校园一卡通”系统提供的基础数据,整合和带动学校各类管理信息系统

的建设,为各管理部门提供综合信息服务和辅助科学决策,全面提升学校管理效率和管理水
平。
第四,促进学校网络应用基础平台的建设,逐步完成校内应用系统体系结构的升级。
第五,通过完善的数据报表和数据分析,为学校领导和管理人员提供决策支持。
三、 系统设计原则
基于校园网的应用系统
“校园一卡通”系统必须基于校园网运行,使之成为覆盖全校范围的网上应用系统。
在校园网上划出专供其运行的虚拟专用网 VLAN,并采用完善的安全技术,通过网络实现跨
校区互连,在校园网上提供综合信息门户服务。
为提高系统安全性,尤其是部分金融服务的子系统(如圈存),同时需要铺设部分专网,
利用路由和软件交互方式实现网关切换。
一卡通系统中主要有 TCP/IP 和 RS485 两种协议,在系统网络建设结构中,提高了建设
的灵活性、安全性、可维护性。在人员消费比较集成的地方,推存使用 485 模式,比如餐厅、
食堂,对于布线有困难或有校园网的地方,可以安装 TCP/IP POS 机,简单方便。
在数字化校园总体架构下实施校园一卡通
“校园一卡通”系统是数字化校园建设中的一个基础平台和应用领域。在设计上必须
服从于数字化校园的总体规划。一卡通系统不仅仅是消费系统,还具备身份识别功能和管理
功能,与学校的管理信息系统结合起来,建立独立统一的用户身份信息库,为与其它信息系
统的互连互通打好基础。因此,“校园一卡通”系统建设不仅包括一卡通系统的基本建设内
容,还应包括与一卡通密切相关的全校统一电子身份认证系统、以学校数据资源与交换服务
平台为基础的应用环境集成系统、基于 Web Service 技术规范实现的全校资源个性化门户系
统及第三方系统接口、标准三层架构的学校管理应用系统。
注重可靠性和稳定性
系统硬件设备、系统整体设计、数据库的选择等各个方面要充分考虑可靠和稳定。软
件设计方面,采用容错设计结构;从设计上保证软件、硬件的可稳定,采用成熟的技术和产
